What's the meaning behind "Oots Bung Sow"?

I found a T-Shirt and a Poster that shows Eric from South Park dressed up as SOMETHING Japanese, probably a karate master or something, with the red and white sunrise in the background and the words "OOTS BUNG SOW!" printed underneath him. (Also a bit of kanji to the right of his head.) Can anyone explain what this is about, or what it's from? An episode of South Park is my guess, but I've yet to find an actual explanation.

Unfortunately it doesn't make any sense whatsoever. It's just a sequence of random sounds that were considered "Japanesy" by the South Park staff. Just so you know, no words ever ends in such spellings as -ts, -ng or -w in the Japanese language.

The katakana (not kanji) above Eric reads:

ラコト
ラナラ
カミテ
トキ!

which reads:

ra ko to
ra na ra
ka mi te
to ki !

The Japanese language can be written/read horizontally or vertically, but either way it doesn't make any sense either.

I have to say they're both just nonsense.
