Chobits cosplay? Don't want to spend all my money on one or two days of cosplay?

So, my mom's gonna look up Kumoricon tomorrow, and chances are, I'm going (see ya there!). One prob: I pay fully for cosplay, and cosplay costs more than I save up in a half-year (the time I have) (I'm 14, btw, no source of income...)
So, since I'd be cosplaying Chi from the anime Chobits, and I've resolved on getting at least the wig, is there any way I could make the dress? I think I'd wear the brown "school uniform" dress she gets first in the anime, and I can't sew, but my mom could help. Can I just make it, it's so expensive?
Also, would things like brown contacts (my eyes are blue, Chi's are brown, I have 20/20 vision...), and makeup techniques(making eyes look bigger) be necessary? I'd like to get this done perfectly, as it's my 1st year..well... NOT HATING anime, thus my 1st year at a convention & cosplaying..
I can't buy the dress. It costs WAY too much! I'll be making it. How do I do that? I think I want either the brown dress or the ruffley pink one =3

I guess you could find any dress similar to the one your trying to copy then add on or sow the white sleeves and collar with white fabric. It's also my first year that i'll be going to a convention and im going to try to make parts of my costume too, so good luck with your costume. >.<
For your eyes to make them stand out more..... it don't think you have to have a lot of makeup on to make your eyes stand out but here are some vids that are for anime eyes(their mostly just eyeliner)
