I remember one scene at the beginning. The poor brother has mean caretakers. As a baby, he is bathed in very hot water and you see the baby crying. Fast forward several years later, he is bathed again in scalding water and he's commenting on how nice the water is. Then you see his caretakers hitting him and he says something like, "Ahhhh, that feels nice"

There's a 'country bumpkin' girl involved in the plot. And all I remember was that she was selling fish at the market on a rainy day. She drops a fish and the rich brother tells her she dropped a fish.
I've looked at the Twin Dragons movie (starring Jackie Chan), but that's not it. The movie I'm talking about takes place in ancient China where the guys have long hair tied up like a girl and they have long flowy sleeves.
