Technically, a wakisashi was the shorter companion sword of the Katana worn by samurai during medieval times. The purpose of wearing two swords in their obi or belt sash was both for social and practical reasons. Socially, wearing two swords indicates their rank as samurai. In terms of practicality, since wearing a katana indoors was considered a breach of samurai etiquette, most katanas were checked at the door and the samurai relied on the shorter wakisashi for protection indoors. Also, in the event a samurai is called upon by circumstances to commit sepukku or ritual suicide to redeem his honor, his waskisashi comes handy when performing this ritual. I'm pretty sure there are schools of swordsmanship that teach the art of using the wakisashi in Japan, but considering that most Kendo schools today emphasize the use of the standard size Shinai or bamboo swords during practice, I'd say it would be pretty hard to find a decent school that teaches the use of the shorter sword.
I'd suppose the easiest place to find to learn would be Ninjutsu schools since they teach how to use a variety of weapons in their arsenal. You'll just need luck in finding a good one.
